2023 UN Climate Change Conference: Paving the Path to a Sustainable Future

The stage is set for a pivotal global event as the 2023 UN Climate Change Conference gears up to convene from November 30 to December 12 in Dubai, United Arab Emirates (UAE). This remarkable assembly will encompass a series of crucial meetings, including:

  • The 28th Conference of the Parties (COP 28)

  • The fifth Meeting of the Parties to the Paris Agreement (CMA 5)

  • The 18th Meeting of the Parties to the Kyoto Protocol (CMP 18)

  • The 59th Subsidiary Body for Implementation (SBI 59)

  • The 59th Subsidiary Body for Scientific and Technological Advice (SBSTA 59)



A significant development leading up to this conference is the appointment of Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology and UAE Special Envoy for Climate Change, as COP 28 President-Designate. This leadership signals a commitment to driving global transformation towards a low-emission and climate-resilient world.


The forthcoming conference is a collaborative endeavor between the COP 27 Egyptian Presidency and the Incoming COP 28 Presidency. Their joint efforts aim to establish a solid foundation for a successful COP 28, catalyzing ambitious climate action and fostering implementation support at various levels, from ministerial to technical.


A highlight of COP 28 will be the conclusion of the first Global Stocktake, a comprehensive assessment of the world's collective progress towards meeting climate goals outlined in the Paris Agreement. This stocktake occurs every five years, coinciding with the mid-point in the implementation of the 2030 Agenda for Sustainable Development, including Goal 13 (climate action). A pivotal workshop in October will precede the stocktake to deliberate on its outcomes.


Looking ahead, the Incoming Presidency has outlined four paradigm shifts that will define the agenda of COP 28:

  1. Fast-tracking the energy transition and achieving emissions reduction before 2030.

  2. Revolutionizing climate finance, delivering on previous commitments, and crafting a new financial framework.

  3. Placing nature, people, lives, and livelihoods at the core of climate action.

  4. Mobilizing for the most inclusive COP ever, ensuring diverse voices contribute to the discussion.

This dynamic vision encompasses a negotiated outcome, an action agenda, and a call to action, collectively steering the course towards a more sustainable and resilient world.
